Defining IT Project Success

When the annual Standish Group Chaos report is published, IT professionals wait to hear whether the “project success rate” has gone up or down.  Between 1996 (the first year of the Chaos report) and 2006, the success rate doubled from a low of 17% in 1996 to a high of 34% in 2006.  Since then the rate has deviated up or down by a couple of percentage points.

In the Chaos reports, project success is determined to be on-time, on-budget, and delivering to requirements.  I don’t agree that this is a good assessment of project success, what about you?
